Sometime you just have to be patience, delay your frustration and you will find the answer. After fresh installed El Capitan I notice the 3 finger drag gesture was missing from the Trackpad setting. It has been there for years.

The setting for 3 finger drag gesture setting has moved. The new location now is in Accessibility, Under Mouse & TrackPad section. I guess Apple have forgotten to put a notice on the door.
