I received quite a few SPAM for iCloud Photo Sharing. There’s no SPAM filter or block feature on iCloud Photo.
I can’t click “Decline” because by doing so, the spammer knows that this is a legit iCloud email account. I have done so once and now, the SPAM keeps coming in. In the future, this is how you got hacked into your iCloud account. What should you do in this case? Change my iCloud email…
